Articles of Impeachment

This resolution outlines two articles of impeachment against President Donald Trump.

They are...

o Abuse of Power
o Obstruction of Congress

If the resolution is approved by a majority of the House of Representatives, Trump will be impeached.

A trial then would take place in the Senate. If two-thirds of the Senate votes to convict Trump of the charges, he will be removed from office.

Article 1: Abuse of Power

This article of impeachment charges Trump with abusing the powers of the presidency by ignoring and injuring national security and other vital national interests to obtain an improper personal political benefit.

He did so by conditioning $391 million of military aid to Ukraine and a head of state meeting at the White House with Ukrainian president Volodymyr Zelensky on actions that would benefit Trump himself, the impeachment article states.

It states that the conditions demanded by Trump were a public announcement by Zelensky that Ukraine would investigate...

o Former vice president Joe Biden - one of the leading Democrats who could run against Trump in the 2020 presidential election.

o A "discredited theory promoted by Russia" alleging that Ukraine - rather than Russia - interfered in the 2016 presidential election.

These actions were taken both directly by Trump and through his agents, the article states.

Article 2: Obstruction of Congress

This article of impeachment charges Trump with arrogating impeachment powers that the Constitution grants solely to the House of Representatives. .

He did this by directing the White House and Executive Branch agencies to defy subpoenas and to withhold requested documents and records - without lawful cause or excuse, the article states.
